State Implementation Agencies(SIAs)


The implementation of National Survey in each state/UT, will be carried out by organization(s) (government / NGO / private) will be specially engaged as State Implementation Agencies SIAs. Engaged organizations will have presence in the state and will have the experience of working with the substance using population.

Roles and Responsibilities of State Implementation Agencies :

The responsibilities of the State Implementation Agencies are as follows:

  • Organizing state-level sensitization meetings with support of the State Govt. and coordinating with key stakeholders in the state.
  • Organizing sensitization meetings with key stakeholders at district level with support of the district administration.
  • Engaging data collection staff for household and RDS survey in the state assigned
  • Assist the training agency in organizing state-level training for data collection and supervisory staff in collaboration with RTAs and RCAs
  • Planning and executing collection of HHS and RDS survey data in selected districts as per the operational plan prepared submitted to NDDTC, AIIMS.
  • Utilizing the grant provided by MoSJE for survey activities as per the guidelines and norms approved for this survey.
  • Monitoring and supervising the work at the data collection sites
  • Maintaining records for survey activities as per prescribed formats
  • Preparing progress reports and submitting them to MoSJE / NDDTC
